Hi, Does this fixture use a CFL bulb that is readily available in local stores? Does the non-photocell version have any internal electronic components that are subject to failure (that is the problem we are having with our current hp sodium fixtures)? Thanks!

Yes, the RAB fluorescent tall pack fixture uses a standard compact fluorescent lamp that is readily available.  Other than a ballst and socket, there are no other components to fail in the fixture.
