Is there such a thing as a timed rheostat that can be used for continual dimming and then lighting on art work?

If I understand your question correctly, Lutron makes a Grafik Eye (3100 Series) that allows you to set several light levels or scenes that can be memorized and recalled at the touch of a button.  You can also adjust the fade rate for both the on and off functions at different intervals.  Both can be set from minutes to hours if you want to customize your duration.
