time clocks for outdoor lighting

I am not aware of any TIME CLOCKS that work like vending machines for your HORSE ARENA LIGHTS.  Because kilowatts per hour differ by location it would be hard to make that work.  You might just come up with an hourly charge for use of the lights and put a lock on the timeclock to keep people honest.
