I have a Tork T1101R hooked up to turn my pool pump on and off. The dial that you use to set the time of day and adjust the time you want it to turn on and off has started to just spin even when it is locked in the gear. What do I need to do so that it will start turning the pump on and off again?

Time to purchase another time clock.  Sounds like the gears have stripped. You can just change out the interior components without having to replace the housing.  The motor assembly just snaps in.
