I am engineering a wall shocase to be put into an existing rectangular hole. I must be able to access these light for wiring. IF I install the lights in the frame at the top and cut a hole for the light in the cabinet top, Can I access the wiring from inside the light bulb housing or do I have to have the entire top of my cabinet removable?

You would be better off using the Halo H1499RT housing which is designed for remodel applications.  That way you just cut the hole and pop in the housing.  I would use the Halo H1419P trim to finish it off.
