How far away from the flag pole can I install this? I''m looking at about 25'' away and angled up. The flag pole is 25'' away. Will the spot light be adequate?

This 175 watt metal halide spot light will certainly illuminate your flag beautifully. 

The flagpole lights should be located about 15-20'' back from the base.  For best results, I would use two or three lights for full coverage of a large flag.  The spot lamp has a very intense beam pattern.
