In a 100' x 200' x 25' covered arena, with 5 arched bays, would the 22" Acrylic High Bay #TH22A with 400 watt Metal Halide lamps be the best choice?

Yes, the 400-WATT ACRYLIC METAL HALIDE FIXTURE is the right wattage, but the wrong equipment for your indoor horse arena.  The Acrylic lens on this fixture is designed to send a percentage of the light upward as well as most of the light downward.  Once the lens gets dirty it will block the light from illuminating the ceiling.

I would recommend that you use the 350-WATT METAL HALIDE FIXTURE with pulse start lamps for your horse arena.  You will need (10) fixtures total and space them in two rows of five down both sides of the arena.

You will be one happy camper with this fixture and lighting design
