I have 6 flood fixtures that have self-ballasted mercury vapor light bulbs in them and some times they work and some times only some of them work. They are on one circuit and i would like to convert them to ballasted mercury vapor bulbs. Can i use one ballast at the start of the circuit to work all 6 bulbs? These fixtures are at the top a gables on my house and it would be difficult to place ballasts at each one. They would have to go inot nema enclosures with the fixture attached to the NEMA box.

No, you will need one ballast for each of the six lamps.  They are available in 50, 100 and 175 watt mercury vapor. We offer a small NEMA 3 junction box kit with a simple hub cover option that would be perfect for your application.  Here are the links:
