I have a light installed at the top peak on my garage. It lights the backyard. It goes on at dusk and off at dawn. It stopped working. It's a mercury vapor fixture. I took the very large light bulb into the store. They didn't have one exactly like it but similar - 175 Watt. The salesperson said it depends on the ballast. #1 What is ballast anyway? #2 I installed the light and it does not work. The light was there and working when I bought the house 10 years ago.

We do have REPLACEMENT MERCURY VAPOR LIGHT BULBS if you want to go that route.  It might be more cost effective and simpler to just install a new MERCURY VAPOR SECURITY LIGHT since your existing unit is 10 years old.

The MERCURY VAPOR BALLAST is the component in the fixture that converts the house current into a higher voltage to drive the HID lamp.  These old mercury vapor ballasts depreciate over time and start making a loud buzzing sound that can be very annoying.

I would just replace the whole thing and deal with it in another 10 years. Heck, the replacement lamp costs almost as much as the whole fixture.
