I need to know if istalled on the ground it can vertically fairly enough iluminate a 22'high Palm

Yes, this RAB METAL HALIDE FIXTURE can illuminate your Palm tree.  However, it will produce a tremendous amount of glare.  You should consider using a METAL HALIDE BULLET STYLE UP LIGHT which has more control and a better beam pattern for landscape lighting.
