just moved into an old building. installed a light fixture where it had just been covered up in the past. when put fuse back in the light came on but it won't turn off. it looks like there's a designated switch for it that doesn't appear to control anthing else but it does nothing. the light switch itself works fine. not sure what else to do next.

I would contact a local electrician in your area to give you a hand.  Sounds like the wiring has been modified or the switch is disconnected or bad.
