There are several resons that your fluorescent light might be flickering.  Make sure the light bulbs are the right ones and they are properly installed in the sockets.  Sometimes reversing or flipping the light bulbs fixes the problem.  If that doesn't work, I would replace the ballast in the fixture.  Older fixtures use magnetic ballasts with T12 size light bulbs.  The newer versions use electronic ballasts and T8 size light bulbs which produce more light with less wattage.  It may be cheaper in the long run to just purchase a new fixture.
