Low voltage christmas lights are very expensive. How can I safely cut large lengths of "rope lights" and then put them together to make some of those beautiful trains, candy canes, etc safely. I have above average homeowner electrical experiences. Thank you for your help.

I do not recommend cutting rope lights. Rope light is very particular about where you make a cut, and that means your rope light may never work again if you make the incision in the wrong place.
