I am having a problem finding a scoop light such as your SL-07 that will not heat up to the touch. Will a 18-20 watt halogen bulb create such heat on this fixture that a burn is possible if contact is made with the fixture. Any information you can provide on this is appreciated. Thank you.

Anything over 10 wats will be hot to the touch.  You might consider using a fluorescent fixture which produces less heat or one with an LED lamp.  LED lamps produce very little to no heat to speak of.

You can buy lower wattage lamps at the local auto parts store or put the lights on a dimmer.  This will reduce the light output and the heat.
