If a fixture uses flood light bulbs and has a photo eye to turn it on amd off, can it use regular light bulbs?

Yes! However, make sure that the light bulb you use does not cause the photocell to cycle on and off from stray light.  A reflector flood lamp, forces the light in one direction unlike a standard light bulb that throws light in evry direction.  If the sensor picks up too much light it will think it is daylight and turn off!  You can always redirect the photocell away from the light source to prevent this form of cycling.
