will this be sufficient for a 60' flag pole mounted above ground on a knuckle?may i recieve the specs for this light?

The 400 watt box light is a flood fixture.  Although it will light the flag, you will not be pleased with the results.

I would check out our 175 WATT METAL HALIDE BULLET LIGHTS with spot lamps.  You should use three lights in a triangular pattern roughly 10' out from base of pole.
