Hampton 12v transformer

I installed a Hampton 150V 12 transformer to power two low voltage lights in my Zen garden. But when I hooked it up, it produced a short repeated flash every few seconds instead of a steady 12V output. I took back that transformer and replaced it with another, only to have the same problem. I'm beginning to think that it's not the transformer, but rather something else. What could it be???

It might be related to a minimum wattage requirement or perhaps a bad photocell control.  If you give up on Hampton Bay transformers we have many reasonably priced transformers to choose from.  Thanks!
