I am trying to increase night visibility of my restaurant storefront. My idea is to mount 2-3 spotlights on the palm trees in front of my restaurant aiming them at the neon sign on the rooftop. What type of spotlights should I get? Is there a better way to make it more visible? My budget is $500-$600.

I would mount a couple 50 watt MR16 spot lights on the tree with a remote transformer at the base of the tree.  The fixtures are small enough to not be obtrusive, yet bright enough to illuminate your sign.  You will want a mounting base in lieu of the traditional spike when you place the order.
