Horse Areana

I am researching the best way to light a 170' x 135' horse riding areana. The light would need to be bright enough for safe riding as well be directed in a downward direction in order to produce a little light pollution as possible. Any suggestions? Recommend packages? Also, want light to be extremely efficient.Thanks for your help.
