what are the characteristics of zenon strip lighting versus halogen. I am putting lighting beneath the shelving about 18-20" above the desk. Recommendations?

Both lights are low voltage and require a 12 volt transformer.  Halogen lights are generally hotter and require a lens or glass cover for protection.  Xenon produce less heat and do not require the same level of protection.  Our Phantom Lights are perfect for task lighting above your desk.  The lights can be dimmed and will give you years of trouble free operation.  If you have a lip on the bottom of your cabinet, I would look at the HM series with 5-watt 24-volt lamps spaced four incehes on center.  You will need a magnetic dimmer control as well.
