Parking Lot Lighting Fixtures & Light Poles

Hello I''m working on a project which has a parking lot. I will need a total of 9 fixtures for 20,373 sq ft 180 x 113. The area is Palmdale California and it is very windy. How should I obtain the photometric plan designs for this type of project to meet The City of Palmdale requirements?
